fix(Encounters): Correct LGPE trade exclusives and remove Voltorb only-one

- Arcanine trade now exclusive to Let's Go Eevee (was LGP)
- Persian trade now exclusive to Let's Go Pikachu (was LGE)
- Removed only-one Voltorb encounters from Power Plant
