Clean up notebook formatting and improve table display

- Removed duplicate markdown cell with Python code
- Fixed validation table to show exact numbers instead of rounded
- Added year (2026) to simulation column header
- Removed section numbering from all headers
- Simplified ratio calculation to single value (tax units per household)
- Notebook now executes cleanly with all PolicyEngine variables
