Summary

• Pin API-v2 runtime to policyengine 4.4.4, policyengine-us 1.691.3, and policyengine-uk 2.88.14.
• Pass the policyengine.py version into Modal image builds so deployed apps install the exact runtime package rather than a loose policyengine range.
• Add a manual DB reseed workflow for staging/production model metadata after deploys.
