Add GitHub Action script to check if full and simulation API have same model versions; if not, prevent deployment

Related to https://github.com/PolicyEngine/issues/issues/378. Follow-up to #2531.

Now that we have a script to compare v1 and v2 model versions, we should run it in deployment as part of a GitHub Action script. If versions are out of sync, prevent deployment.
