I reviewed the oldest 10 open issues in this repo. Here's my assessment:

1. #145 - Impute non-dom status (Jun 2024)

Still relevant - Feature request for imputing non-dom status using Advani et al. research. Not implemented yet. Given Labour's non-dom reforms are now in effect, this is more relevant than ever.

2. #24 - Add March EFO policy baseline (Sep 2024)

Likely outdated - This referenced the March 2024 OBR EFO baseline and Winter Fuel Allowance universality. Given we're now past the Autumn 2024 Budget and well into 2025, this specific baseline request may be superseded. Worth reviewing whether a newer baseline target is needed.

3. #32 - Fix versioning action (Oct 2024)

Resolved - The versioning action is now working. I can see tags from 1.2.5 up to 1.11.1, and the versioning.yaml workflow exists and runs on changelog_entry.yaml changes. Can be closed.

4. #35 - Move random variable logic from PolicyEngine UK (Oct 2024)

Still relevant - This is about moving random variable logic into this repo. Architectural decision that hasn't been implemented yet.

5. #64 - Improve demographic imputation for Scotland and NI (Feb 2025)

Still relevant - The code in fill_missing_age_demographics.py still uses the average of England & Wales demographics for Scotland and NI (confirmed by reading the code: "We only have England and Wales demographics- fill in the remaining with the average age profiles among the rest of the UK").

6. #65 - Add additional NOMIS earnings percentiles (Feb 2025)

Still relevant - The code in create_employment_incomes.py uses 10th, 20th, 30th, 40th, 50th, 60th, 70th, 80th, 90th percentiles but not 25th or 75th. The NOMIS data includes these additional percentiles that aren't being used.

7. #67 - Better document NOMIS employment income data (Feb 2025)

Still relevant - Documentation improvement request. The code references NOMIS data but lacks clear documentation about resident vs workplace analysis.

8. #68 - Investigate averaging for missing percentiles (Feb 2025)

Still relevant - The current code uses ratio-based interpolation from national reference values. This suggestion to average approaches hasn't been implemented.

9. #69 - Clarify documentation of total vs full-time worker local targets (Feb 2025)

Still relevant - Documentation clarification not yet addressed.

10. #70 - Better document SPI local area data (Feb 2025)

Partially addressed - The code in create_total_incomes.py has a comment "Table 3.15 of the SPI" but could be clearer. The original issue asked to clarify that total_incomes.csv is from SPI table 3.15a.

Recommendations

Close:

• Fix versioning action #32 (versioning action is working)

Review/Update:

• Add March EFO policy baseline #24 (may need to update to a newer baseline target)
• Better document SPI local area data #70 (partially addressed, verify if current documentation is sufficient)

#177 - Upgrade to Python 3.13
Already done. pyproject.toml shows requires-python = ">=3.13".

#190 - Custom FRS datasets fail on BRMA imputation after 2024
Fixed in PR #188 according to the issue description. BRMA imputation code exists in frs.py:751-787.

#199 - Reinstate DfE education spending test
The test exists in test_aggregates.py but is commented out. This suggests a deliberate decision. May warrant discussion rather than closure.

#113 - Documentation fails to deploy
Docs workflow (.github/workflows/docs.yaml) exists and appears functional with Jupyter Book 2.0 and MyST.

#164 - UK policy runs crashed due to dataset naming issues
This was a one-time incident from July 2025. The naming issues have been resolved.

#217 - Calibration inflates UK population from 69M to 74M
Population calibration exists in loss.py (line 318 according to the issue). This appears to have been addressed in subsequent calibration improvements.

#218 - Income projections inflated ~2.5x vs SPI targets
PR #229 fixed savings income calibration. The incomes projection system has been updated.

#230 - Property income may be underestimated
Related to #229 (savings income fix). The income calibration has been improved.

High Priority - Feature requests with detailed specs

#237 - Add student loan repayment calibration targets
Still relevant. Student loan plan imputation exists, but calibration targets from SLC statistics haven't been added to loss.py.

#238 - Impute student loan balance from WAS
Still relevant. Wealth imputation exists but doesn't include student loan balance. The issue has detailed implementation steps.

#236 - Calibrate vehicle ownership rates
Partially addressed. Vehicle ownership imputation exists (PR #243), but the 54% zero fuel spending vs 22% no-car gap mentioned may still need work.

#241 - Adjust VAT methodology for flat % assumptions
Still relevant. No implementation found.

Infrastructure/Technical Debt

#107 - Use more secure GitHub token in GH action
Still relevant. versioning.yaml uses secrets.POLICYENGINE_GITHUB token directly.

#108 - Versioning action runs too broadly
Still relevant. The filter on changelog_entry.yaml may be too restrictive.

#106 - Move away from PyPI token usage
Still relevant. Security concern about token handling.

#118 - Improve methodology documentation page
Still relevant. Documentation quality issues mentioned haven't been systematically addressed.

Data/Calibration Enhancements

#158 - Calibrate 2024-29 inclusive years
Still relevant. The calibration runs for a single year (2025) per the pipeline.

Still relevant. No entity table format found in outputs.

Still relevant. NIC calibration targets not found in loss.py.

Still relevant. No non-dom imputation found.

Still relevant. The NOMIS data exists but doesn't include 25th/75th percentiles.

#64 - Improve demographic imputation for Scotland/NI
Still relevant. fill_missing_age_demographics.py uses mean imputation for missing values rather than country-specific data.

Still relevant. These documentation improvements haven't been made.

Still relevant but may be outdated (refers to September 2024).

Still relevant. Random variable generation exists in frs.py.
