Adds benefit cap calibration targets to the loss function for improved model accuracy when calibrating household weights.

Changes

  • Added target for number of benefit-capped households (115,000 based on latest DWP statistics)
  • Added target for total benefit cap reduction amount (calculated from average reduction × household count)
  • Integrated targets into existing loss function framework alongside other DWP, ONS and HMRC statistics

The calibration now includes benefit cap statistics which affects a significant number of households and represents meaningful benefit reductions, helping ensure the model accurately reflects the distribution and impact of this policy.
