Summary

  • scale imputed petrol and diesel spending proxies so their implied litres match HMRC/OBR road-fuel clearances
  • keep one common fuel-volume calibration factor to preserve the imputed household distribution and petrol/diesel mix
  • add a focused regression test for the calibration target

Tests

  • uv run --frozen pytest policyengine_uk_data/tests/test_road_fuel_volume_uprating.py -q
  • uv run --frozen ruff check policyengine_uk_data/datasets/imputations/consumption.py policyengine_uk_data/tests/test_road_fuel_volume_uprating.py
