Add SSI disability criteria input

• make meets_ssi_disability_criteria the data-overridable SSI disability criteria input
• remove the old would_pass_ssa_disability_screen alias variable and tests
• keep is_ssi_disabled applying the SGA screen on top of SSI disability criteria
