feat: support azure v1 api & send deployment-name for responses

• Adds support for azure new v1 preview api along with fix for create responses api.

Tests Run/Test cases added: (required)

• Tested embeddings/chatCompletions etc both with older api-version and new api-version
• Realtime API tests.
