Eager-graph budgets are report-only until a baseline is established. Sizes are gzip of public/**/*.js; eager size is webpack module source bytes.

Adds a Commands section to the AI wizard docs page + wizard handbook pages:
wizard,audit [skill],revenue-analytics,migrate,upload-source-maps,mcp).Pairs with the wizard CLI overhaul (wizard#617) and context-mill (#178). Kept in draft until those land.
