Eager-graph budgets are report-only until a baseline is established. Sizes are gzip of public/**/*.js; eager size is webpack module source bytes for the modules actually shipped in the entrypoint's initial chunks (post-tree-shake).

The new setting allows organization admins to restrict which members non-admin users can see. When disabled:
This is useful for B2B2C scenarios where organizations invite external collaborators into separate projects and want to prevent them from seeing the full user list.
