hotfix: fix Docker build by auto-approving plan in non-interactive mode

- Check if running in interactive mode using atty crate
- Auto-approve plan when stdin is not a TTY (Docker, CI)
- Still prompt for confirmation in interactive CLI mode
- Fixes Docker build failure due to blocking stdin read
