Update LTS version in channels.json to reflect 7.4

Curious when this will be completed and if there could be communication going forward on when this will occur as new LTS releases come out?

@jakauppila the PowerShell-Docker pipeline went through some changes as part of compliance work for our team, and this PR should've been closed as it is no longer applicable with the new changes. My apologies for not closing this sooner and any confusion that's caused.

LTS reflects 7.4 now and we will be updating this file as the version changes in the future: https://github.com/PowerShell/PowerShell-Docker/blob/master/tools/buildHelper/channels.json#L17

As of now, the LTS images are using Powershell version 7.4.7.
