Bug: PSDependOptions global DependencyType override not propagated to individual dependencies

## Problem

Setting `DependencyType` in the global `PSDependOptions` block does not correctly override
the dependency type for individual items that don't specify their own.

## Expected behavior

Global options in PSDependOptions should apply as defaults to all dependencies in the file.
