Algorithm Description

I'd like to contribute a new utility to the utilities/ directory to enhance the project's API Integration offerings. This utility will be a Movie Rating Fetcher.

Description of the Feature
This new utility will allow a user to:

• Input a movie title.
• Connect to an external public API (e.g., OMDB) to fetch the movie's rating (e.g., IMDb).
• Display the movie title, year, genre, rating and director to the console.
