The zh github-workflow.md was a leftover GOPATH-era draft copied from the old Kubernetes community template, with GOPATH setup steps that do not apply to this project and a structure that does not match the current english rewrite. Translated it in full to match the current english structure (Fork and clone, Keep master in sync, Create a branch, Keep your branch in sync, Commit, Push, Open a pull request, Squash commits, Address review feedback, Revert a commit).
Kept the existing squash commits anchor link from contributing.md working by using the same heading text.
