Adding HuggingFace Model Support

Is your feature request related to a problem? Please describe.
We're beginning to create models like VILA-M3 that aren't hosted directly as a MONAI Bundle but instead on HuggingFace and follows the HF Pipeline for LLM/VLM.

Describe the solution you'd like
I'm proposing a structure to add them here with the required README and metadata.json, and LICENSE file. I'm also using this information for display on the MONAI Model Zoo website.

Hi @zephyrie , I defined a metadata schema for hf models:

Related premerge CI tests are also covered.
For a hd model, our CI will check the following things:

1. ensure have necessary files: LICENSE, metadata.json and README.md
2. ensure metadata.json has required items defined in schema
3. ensure version and changelog are updated if modify a hf model.
