Anomalies and jump points don't orbit, and are considered to be in non-newtonion "warp" space.
Ships surveying need to stay at the non orbiting Anomaly and therefore need to stay in energy expensive warp (at 0 speed).*
TODO:
Once finished, surveying ships should probably drop into a highly elliptical orbit around the sun, rather than keep using energy.

Ships attempting to jump at a point should be required to be in warp.
Built gates will need a reactor to power an efficient warp drive, which will need infrequent refuelling.

Notes on warp rules in general:
Ships entering warp store the Newtonian vector they have, this vector gets carried over to the exit point. This matters if Newtonian rules are on.
Ships generally need a lot of energy to enter warp.
Ships use less energy to maintain warp.
Ships will get some energy back when exiting warp (researchable).
Warp speed starts sublight speeds and researches up past FTL.

*possibly ships could be allowed to survey while in an e.g. elliptical orbit which gets them close enough to the anomaly.
