Mining math not adding up in ColonyManagementWindow

Describe the bug
I'm assuming missing implementation, but...
Number of mines, accessibility have no effect on annual production in the mining section.

Expected behavior
Mining per time unit = mines * accessibility * tech_coefficient

It looks like it being calculated correctly but since it is only mining a single ore the fraction after accessibility is being dropped since its converted to an int. So for Hydrocarbons it'd be 1 * 0.64 * 1 (mining bonus) and then 0.64 is rounded to 1 when converted to an int.

If you notice, I have 5 mines operational in that colony, so it's 5 * 0.64 * 1 = 3.2
The number of mines is getting ignored, and we should be using a double for resources anyway.

Fixed, this. Still need to fix the values being ints instead of doubles.

Mine is now correctly registered, unlike Automine:

As you can see in A, we have 9 mines. 3 are Mine, and 6 Auto Mine.
Moving on to B, We can see that in 29/2 we have 500,996 Iron, and at accessibility of 1, you would assume that you would see on 1/3 in C 500,105 iron, only to see an increase of only 3 (from 3 Mine) while the Auto Mine is ignored.

Auto mines look like they have a really low mining amount. The formula in the json is size * 0.005 and default size is 5. Probably need to handle this on an industry balance pass.
