Describe the bug
Queueing electricity in refinery pauses makes the IndustryAbilityDB run infinite calculations.

Steps to reproduce the behavior:

2. ColonyManagementWindow -> Producition
3. Run Time
4. Queue electricity in refinery

Expected behavior
Electricity to be produced, or for electricity to no show at all.

We need a way to handle electricity, probably shouldn't be able to produce it at a refinery.

Probably a series of installations, that add KWH/MWH/GWH, in variable numbers according to time, like a sinewave solar panels, rng wind generators, constant coal/nuclear/gas/solarium, and later fission, fusion, etc etc as tech progresses.

We could add this electricity statistic to the dashboard, and have it used in various installations, with variable costs (operating/idle) etc etc...
