Bump action-translation to v0.16.0 (#2)

Moves the review and rebase workflows onto v0.16.0, whose default model is
claude-sonnet-5 (v0.15.0 defaulted to claude-sonnet-4-6).

Scope note: these two workflows are review and rebase mode only. Translation for
this edition runs from the English source repo, which does not yet have a
sync-translations-fr.yml — so this does not change how French lectures are
translated. See QuantEcon/lecture-python-programming for that.
