* Restore target-side localisation dropped by whole-file resync

Re-applies Chinese code comments / print strings / plot labels that the
resync reverted to English while the surrounding code is unchanged
(action-translation#107 field validation, Track B wave).

* Fix wrong histogram title to match upstream, restore trailing newline

The unconditional-distribution histogram carried a stale title copied
from the value-function plot ('目标值函数 V(π)'); upstream titles this
cell 'Unconditional distribution of times'. The resync preserved the
old mistranslation instead of syncing to upstream, so this corrects it
to '时间的无条件分布', mirroring the conditional sibling cell. Also
removes the invalid '\p' escape (the old title was a non-raw string)
and adds the missing trailing newline (QuantEcon/action-translation#116).
