This allows Windows workflows to specify which repositories to checkout once (explicitly via workflow code or implicitly via upcoming manifest checkout work), without also then needing to specify that same list in the build step.

Motivation
This allows Windows workflows to specify which repositories to checkout once (explicitly via workflow code or implicitly via upcoming manifest checkout work), without also then needing to specify that same list in the build step.
