[DO NOT MERGE... YET][ci] Bump TheRock CI hash to ROCm/TheRock#5507 head for testing

Summary

• Temporarily point therock-ref at the head commit of ROCm/TheRock#5507 (f9dd986e887281d5c8ffb35863afbc2e55b856ba) so rocm-libraries CI can validate that PR's per-category test matrix timeout changes before it merges.
• Single-line edit in .github/actions/ci-env/action.yml — the single source of truth for the TheRock ref. All workflows consume it via ${{ steps.ci-env.outputs.therock-ref }} or ${{ inputs.therock_ref }}.
• Do not merge as-is — once [ci] Per-category timeouts for test matrix; migrate MIOpen TheRock#5507 lands, this branch will be re-bumped to the merge commit.
