[Bug]: Dragged token hidden by soft FoW #6001

Description

@kwvanderlinde

Describe the Bug

Tokens are hidden by soft FoW in player views when vision is enabled. This is good. Unfortunately, it also applies to tokens that are currently being dragged, preventing the user from seeing where on the map the token would be placed.

Note that the token still rightfully pathfinds through soft fog, and the player can drop the token into the soft fog, but the token and the path just do not get rendered.

To Reproduce

  1. Start a new campaign.
  2. Set up a blank map with vision set to day and fog of war enabled.
  3. Add a PC token with sight on the map and expose visible area for the token.
  4. Add a wall somewhere within the token's vision so the token can't see behind the wall anymore.
  5. Switch to player view.
  6. Drag the token to the opposite side of the wall. Notice the token is clipped to the soft fog of war

Expected Behaviour

On the client that is dragging a token, the dragged token and its path should be rendered behind soft fog of war.

When a remote client drags a token, it's okay to hide that movement behind soft fog of war.

Additional Context

This goes back a long ways, at least to 1.15. Maybe it's always been this way.
