Keep workspace outline when dropdown / widget divs are open

Description

Similar to #569. It would be good if the workspace outlines remained while dropdowns and widgets are open.

Reproduction steps

1. Open https://google.github.io/blockly-keyboard-experimentation/
2. Edit a field after navigating via keyboard
3. Observe the workspace focus outline disappear
4. Press 'Escape'
5. Observe the workspace focus outline reappear

This probably will be much easier to solve after #9044 is resolved. The problem is that we don't have a good way to know when a tree holds passive focus, nor when ephemeral focus is active. That PR makes both possible, allowing for much more sophisticated CSS selectors.

However, it wouldn't fully solve the problem. It's possible during ephemeral focus for multiple trees to have passive focus, so I suspect we also need something like nodeToReceiveFocusAfterEphemeral or something to truly solve this.
