Improves TS guess generation for hydrolysis

Adds heuristics for generating TS guesses for hydrolysis reactions,
including carbonyl-based, ether, and nitrile hydrolysis families.

This enhancement enables ARC to more effectively explore the potential
transition states for these reactions, improving the accuracy and
efficiency of automated reaction mechanism generation.
