RMG should check for duplicate libraries in the input file

Bug Description

If a kinetic library is defined twice in the input file, the duplicate check may not function correctly

How To Reproduce

Run the new sulfur test, defining the primarySulfurLibrary twice, and try to process the chem_edge_annotated.inp file in Chemkin

Expected Behavior

RMG should not allow the same library to appear twice in the database section of the input file.
