## **Description**

In order for deposit and withdrawals to work in Perps, we need Arbitrum
to be added and enabled by default. Arbitrum is a default network on
mobile, so typically it doesn't need to be added, since it should
already be added for new users.

However there is an edge case where users may upgrade without Arbitrum
being added, or manually removed Arbitrum. In these cases we want to add
the network before enabling it. Note that in this case we _do_ want to
notify the user that we've added Arbitrum on there behalf in this case.

## **Description**
From @Gudahtt: 
_We're using npx to install lint-staged here. It will install the latest
version of lint-staged available on the registry, with no lockfile or
version range, and no protection against install scripts.
This leaves us wide open to supply chain attacks. It bypasses the Yarn
lockfile and @lavamoat/allow-scripts completely, which are our two
protections against malicious install scripts._

Replacing npx with yarn in this PR

Using `npx` as a package manager is not desired in this repository. This
PR removes the use and replaces it will `yarn`.
