Implements the self api which provides two commands
kick: Finds an online user linked to the provided discordID and kicks them
froom-kick: Attempts to find a room of which a user linked to the provided discordID is a host, and then kicks the provided PID.
This is reliant on Retro-Rewind-Team/wfc-bot#18
