Purpose

Track Phase 2.6 evidence for Gold petals where stub-to-behavioral-verifier replacement work was performed but remains execution-unverified.

Depth-matching rule

The question is not whether a petal is generally functional. The question is whether its claimed verifier depth matches its actual verifier depth.

A presence-check petal is coherent if it documents that limit.
