No Map Display for Primary Channel Gradient & Valley Gradient Layers RME

The attribute table & legend display (in the contents panel ) are correct for the primary channel & valley gradient layers but nothing appears on the map when added.

There are features in the attribute table. The funny thing is that the Stillwater Fork - Bear River HUC 10 RME display those layers but in this case, the Upper Bear RME does not display those features on the map.
