Refactor Developer site #7

@philipbaileynar

Description

@philipbaileynar

The developer.riverscapes.net website is intended to be a pool of resources for people wanting to get their hands dirty with riverscapes; either contributing data or writing a new riverscapes tool etc. This site describes the necessary standards and instructions for helping them.

The site currently a mess. It is a mish mash of old content from the former Jekyll site. It's also not very expandable.

I have started a new site map to better organize the existing content, and identify where we are missing key content.
