chore: freeze deps versions

In an attempt to stabilize the environment, this PR locks the version of ros-jazzy-* robostack deps.
Additionally, simulation-interfaces is now also sourced from robostack thanks to it's latest sync.

Testing:

pixi run install
pixi run setup # default default
pixi run sim # o3de should spawn

docker compose -f docker/compose.yaml build 
docker compose -f docker/compose.yaml up sim # o3de should spawn

Whoops, apparently the new sync introduces a hard dependency on Eigen 5+, whereas WheelAnimTool requires a 3.3 version. This means, that the simulation-interfaces has to go back to ros2_ws.repos. Changing to draft for now.
