refactor: use simulation-interfaces 1.5.1 from robostack

Whoops, apparently the new sync introduces a hard dependency on Eigen 5+, whereas WheelAnimTool requires a 3.3 version. This means, that the simulation-interfaces has to go back to ros2_ws.repos. Changing to draft for now. |

In an attempt to stabilize the environment, this PR locks the version of ros-jazzy-* robostack deps.
Additionally, simulation-interfaces is now also sourced from robostack thanks to it's latest sync.
