docs: remove stale TODO comments from Scout remediation page (fixes docker#24925)

Three HTML comment blocks marked TODO(dvdksn) described features that were
not yet supported at the time of writing and have never shipped. Removed
all three blocks; surrounding content remains coherent without them.
