--rest & logrest / shortrest events

* Added --rest function to run effects with -longrest and -shortrest qualifiers for either a list of token_ids or all tokens.
* Fixed --aoe to work more effectively with Jumpgate.
* Fixed bug in targeted saving throw calls to AttackMaster.
