feat: migrate Cerebras provider to AI SDK

- Rewrote cerebras.ts from 362 lines to ~70 lines using OpenAICompatibleHandler - Uses @ai-sdk/openai-compatible with AI SDK streamText/generateText - Preserved X-Cerebras-3rd-Party-Integration: roocode attribution header - Updated tests to match AI SDK streaming behavior (tool-call events ignored) - Removed manual fetch/SSE parsing, TagMatcher, tool schema stripping
