What it says on the tin. We were sampling from a Gaussian for circularly periodic angles.
I've chosen a straightforward but maybe unintuitive mapping; the
perturbation_magnitude_parameter is interpreted as kappa. I could imagine strongly preferring1.0 / perturbation_magnitude_.
