For `cargo test`, use an exclusion approach instead of an inclusion
approach, to increase coverage.
For `cargo {build,clippy,doc}`, include the examples on Windows CI.
(`cargo build` doesn't work for `vecadd` due to a `nanorand` linking
problem, but everything else works.)
