Update SPIRV-Tools to enable relaxed block layout for Universal 1.3+
Picks up 5039ae9f which auto-enables relaxed block layout for Universal SPIR-V 1.3+ targets, fixing false positive validation errors on structs with vec3 members when targeting spv1.3/spv1.4.
