Update SPIRV-Tools to fix sort validation in egglog optimizer
Fixes 6 difftest failures caused by cross-sort mismatches: - Op::Constant with bool type now emits BoolConst instead of Const - OpIEqual/OpINotEqual on bools redirected to LogEq/LogNe - All typed ops validate operand sorts before constructing terms - Conversion ops added to type inference, vector types preserved
