password-hash: add rand_core feature

Adds a `PasswordHash::hash_password_with_rng` method gated on the
`rand_core` feature which uses a `TryCryptoRng` to generate a random
salt, analogous to the `getrandom`-based `PasswordHash::hash_password`.
