Disabled Custom Tags options (Add Import Export)

Issue description

In our Integration Suite development tenant, even though I’m an administrator and my user account has all available scopes, the options for Custom Tags remain disabled. I’m unable to add or create any tags.
Could you advise what specific permission is required for this feature, or if there’s a service that needs to be activated?
