I couldn't find a complete overview of the dependencies of UncertainSCI, so I figured it warranted its own doc(s).
This is the culmination of my time working on the project and taking notes on what needed to be installed in order to conduct various deployment/development tasks.
One final note: these docs may have a better home in the actual docs. If so, we can move them out of INSTALL.md and to the docs.
