"Get Food Service Children" endpoint

Re-implement this endpoint to utilize the new SCOS dataset. (Use the new TypeScript version of the API: https://github.com/SCODEMeetup/mofb-api/tree/feature/api-2)

This endpoint is currently /taxonomy/food. Find more info from the current Swagger docs: https://mofb-api.appspot.com/api-docs/

My vote is just to remove this endpoint...it is really just an alias for the /taxonomy/{id} except where id is the one we need for the food taxonomy, right? It seemed weird to have to check for this on the frontend as well and request a different endpoint.
