convert/tech_subprocessor: extend contextual KeyErrors to RoR and SWGB

PR #1799 wrapped the upgrade_*_funcs lookups in AoC and DE2 so that unmapped attribute/resource IDs raise a descriptive KeyError instead of a bare number. Apply the same try/except + raise from pattern to the RoR and SWGBCC tech subprocessors, covering the remaining four bare lookups.
