Release 0.2.1

Patch release. Finalize the changelog (Unreleased -> 0.2.1, dated 2026-05-23),
bump the package version, and update CITATION.cff. The only change since 0.2.0
is the CITATION.cff version-drift guard (test-only); no behavior or API change.

The conda recipe sha256 is updated in a separate post-tag commit.
