Clean up Authors & Contact: correct placement and proper formatting

- Move section to canonical position (between Supported backends and
  Citing AmorphGen) instead of stranded between toctree and Indices.
- Use blank-line paragraphs instead of literal centre-dot characters
  that came from misinterpreting trailing-space line breaks.
- Linkable maintainer name, obfuscated email, GitHub Issues link.
