GitHub Actions generating repeated comments before editor is finished working

Hi @Aibono1225

We have useful GitHub Actions for users to not forget SEO Descritpion and/or Authors info

But this is running continously right after every save, and generating repeated comments before the editor is finished with the edits. This makes the PR long and harder to review. (e.g. #12713)

1. Can we make this Action run after the rule is set as "Ready for Review"?
2. Optional - Maybe keep it commenting on "Drafts", but only after 15 minutes since the last Save (commit)? This gives time for the editor to fix by theirselves before getting the comment
