Rename Confusing Internal Transport Fetch Atomic APIs

There are functions containing the words transport_atomic_fetch and transport_fetch_atomic in the code base which caused confusion while fixing a bug for #1192

These private functions should be renamed in a way to prevent confusion in the future.
